On June 4, the opening ceremony and plenary session of the international scientific and practical conference entitled “A Key Direction of the Sustainable Development Goals: Environmental and Climate Change Issues,” dedicated to World Environment Day, were held at Magtymguly Turkmen State University.
An exhibition organized in the foyer of Magtymguly Turkmen State University alongside the international scientific and practical conference made a remarkable impression on the participants. The exhibition featured the scientifically rich books authored by the Hero Arkadag and Arkadagly Hero Serdar, as well as achievements attained in the fields of science, education, and environmental protection.
A total of 347 representatives are participating in the international scientific and practical conference, including 130 delegates from 60 higher educational institutions and research organizations in 25 foreign countries, namely the Russian Federation, the United States of America, the People’s Republic of China, the Islamic Republic of Iran, the Republic of Türkiye, the Republic of Korea, the Federal Republic of Germany, the United Kingdom, Italy, Romania, Denmark, the Republic of Iraq, India, the Islamic Republic of Pakistan, Mongolia, the Republic of Belarus, the Republic of Tajikistan, the Republic of Uzbekistan, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Azerbaijan, the Republic of Armenia, the Republic of Moldova, Ukraine, and Georgia. In addition, 217 representatives from higher educational institutions and research organizations of Turkmenistan are taking part in the conference. A total of 347 participants, including professors, researchers, specialists, postgraduate students, and doctoral candidates from 86 higher educational institutions and research organizations across 26 countries, are taking part in the conference.
In their speeches at the opening ceremony of the International Scientific and Practical Conference, foreign and Turkmen scholars and professors emphasized that, as an independent and permanently neutral state, Turkmenistan is making significant contributions not only at the regional level but also on a global scale to strengthen peace and trust worldwide. They also highlighted the country’s active role in promoting international cooperation to ensure environmental security, one of the most pressing challenges facing the modern global community.
It was particularly emphasized that, within the framework of international environmental cooperation, Turkmenistan, as an active participant in regional and global environmental conventions, consistently fulfills its commitments related to the conservation, enhancement, and sustainable use of water and land resources and biodiversity under current climate change conditions, as well as to the improvement of environmental education and ecological culture among young people.
At present, Turkmenistan continues to improve its national environmental legislation by harmonizing it with the principles established in relevant international conventions, guided by the objectives set forth in the environmental protection and sustainable natural resource management programs of leading international organizations, particularly the United Nations. The effective implementation of these measures at a modern level clearly demonstrates the country's commitment to ensuring environmental well-being and promoting the sustainable development of a green economy.
It was noted that the environmentally and socio-economically significant initiatives put forward by Turkmenistan under the far-sighted state environmental policy of the National Leader of the Turkmen people, Hero Arkadag, and the Esteemed President, Arkadagly Hero Serdar, have received broad support from the countries of the region. These initiatives are aimed at ensuring environmental security in Central Asia, as well as in the Caspian and Aral Sea regions, thereby contributing not only to the sustainable development of Turkmenistan but also to that of neighboring countries.
Particular attention was also drawn to the fact that, as an active member of the Interstate Caspian Environmental Program, Turkmenistan is consistently implementing a wide range of regionally significant environmental projects and initiatives.
During Turkmenistan’s chairmanship of the International Fund for Saving the Aral Sea, one of the country's important regional initiatives aimed at improving the environmental and socio-economic conditions of the Aral Sea region was the Resolution entitled “Cooperation between the United Nations and the International Fund for Saving the Aral Sea.” This Resolution plays a significant role in strengthening international cooperation to mitigate the adverse impacts of the Aral Sea crisis on the region.
Furthermore, under the far-sighted state environmental policy of Hero Arkadag, the phased construction and commissioning of the “Altyn Asyr” Turkmen Lake, the largest hydraulic engineering project in the region clearly demonstrates Turkmenistan’s practical efforts to address the environmental challenges of the Aral Sea basin, which are of great ecological and socio-economic importance for both the country and the wider region.
As the speakers noted, Turkmenistan continues to modernize its existing environmental legislation and harmonize it with the environmental standards of international conventions and agreements. Through these efforts, new laws aimed at strengthening the country’s environmental security are being adopted.
Among the laws adopted for the first time in Turkmenistan are the Laws of Turkmenistan “On Radiation Safety,” “On the Protection of the Ozone Layer,” “On Chemical Safety,” “On Fishing and the Conservation of Aquatic Biological Resources,” “On Waste,” “On Pastures,” “On Plant Protection,” “On the Collection, Conservation and Sustainable Use of Genetic Resources of Cultivated Plants,” and “On Environmental Audit.” These legislative measures reflect the country’s commitment to enhancing environmental governance and ensuring sustainable environmental protection.
On June 5, the conference will continue its work in the following thematic sections: “The Intersection of Modern Education, Scientific Innovation, and Environmental Security”; “Climate Change Adaptation and the Strategic Protection of Water Resources”; “Innovative Methods for Rational Use of the Natural Resources”; “Modern Methods and Practical Significance of Biodiversity Studies.”
Within these sections, participants will discuss current scientific research, exchange experiences, and explore effective solutions to pressing environmental challenges at both regional and global levels.
